Cet article montre comment une entreprise peut identifier les réseaux qui lui permettront de former des coalitions pour obtenir des marchés publics. Pour cela, nous avons représenté, à travers un graphe, le système des relations d’alliances de l’année 2008. Nous avons détecté, dans ce graphe, 1 360 réseaux stratégiques dont l’organisation révèle, d’une part, des caractéristiques identiques à des réseaux sociaux, et, d’autre part, le rôle d’acteurs dominants dans l’accès aux ressources. À partir de ces résultats, nous proposons une cartographie des réseaux qui permet d’envisager de nouvelles applications d’intelligence économique.

VIth International Conference « Contracts, Procurement, and Public-Private Arrangements » focuses on the recent developments in contract theories. Papers are invited on all topics of contract theories including: Relational contracting, transaction costs, renegotiations, incentives, award mechanisms, incomplete contracting, contract design, benchmarking, privatization, corruption, institutions.
The conference will bring together academics, policymakers and practitioners to discuss those issues. The conference format will be designed to facilitate informal interactions among participants and promote future collaborations.
The conference will take place on 4th and 5th June, 2015 at the Sorbonne Business School.
The conference is organized in cooperation with the Florence School of Regulation , the IESE Business School, the Centre for Market and Public Organisation at the University of Bristol, the Regulation and Governance research group at Paris Dauphine and the Paris School of Economics — OSE Labex.

The paper studies if the performance history impacts supplier selection in the French public sector context. While French public procurement legislation forbids consideration of the past contract wins in supplier selection, public contractors may still rely on contract win history for highly complex transactions. Using French Official Journals (BOAMP), we collected all public procurement transactions of 976 suppliers that had at least one transaction per year, over a period of six years (between 2006 and 2011). We conducted a two-level hierarchical linear auto-regression analysis and a feature evaluation analysis for all transactions. The paper finds significant variation between the transactions of different markets, as well as in the overall positive impact of past wins and in the detailed impact patterns and thresholds of each market. The findings may allow refinement of existing contract awarding strategies and of current legislation. The paper aims at empirically testing whether a supplier’s degree of success in any given year, measured by the number of public contracts won, may have an impact on the likelihood that the same supplier is awarded a public contract the following year. We conclude that suppliers retained for public contracts could benefit from building public buyers’ loyalty using a key account selling approach rather than systematically seeking to acquire new contracts.

The paper studies the impact of spatial proximity on supplier selection in the French public sector. While French public procurement legislation forbids consideration of supplier location in the procurement process, public contractors may still rely on spatial proximity for complex transactions necessitating mutual adjustments with suppliers.
Using French Official Journals (BOAMP), we compiled 565,557 transactions completed on three public procurement markets between 6,182 contractors and 26,570 suppliers, over a period of six years (between 2006 and 2011). We conducted a two-level hierarchical linear auto-regression analysis and a feature evaluation analysis for all transactions.
The paper finds significant variation between the transactions on different markets: a negative effect of spatial proximity on the number of contract notices in the public market and a positive effect of spatial proximity on the number of notices in the services and supplies markets. The difference lies in the levels of mutual adjustment required to optimally manage the relationship between public contractor and supplier.
The research is based on an econometric analysis conducted uniquely in the French context, which calls into question the external validity of the results obtained. The study also rests on segmentation into three aggregate markets, which might be considered too general.
Rather than analyze public contractors’ perceptions of the importance of the criterion of spatial proximity, the paper examines 565,557 actual transactions. The results point to the emergence of a new type of relationship with certain suppliers, which should lead public contractors to integrate relationship management competencies, in addition to legal and economic competencies, in the organization of calls for tenders.

This study shows the process used by a company to find out business network in order to create collaboration to obtain public contract. We represented, with a graph, the alliance system of 2008 year. We identified first, 1360 strategic networks which structural organization looks like social network and second the main resources providers.These results prompt us to propose a network map which allow the identification of new application of competitive intelligence.

The purpose of this paper is to demonstrate that public procurement markets are “big data” filed with intelligence information. We analysed the award notice of french public procurement through 2006 to 2010. The results show that big data, used to extract structural indicators, facilitate strategic decision of public purchaser to structure its tenders and strengthen its decision-making power in the selection of suppliers. These results prompt us to propose foundations for future competitive intelligence applications to public procurement.
